Assumptions:

1. VVE 1.0 is based strictly on Federal guidelines in place in 2009. No allowance is made for individual state regulations. For example, a New York vessel will 'pass' the VVE even without an anchor.

2. VVE 1.0 assumes that personal watercraft (PWC) never operate at night. In those few states where aftermarket PWC light kits are allowed, VVE makes no allowance.

3. No accounting is made for inflatable PFDs. The unique maintenance, age restrictions, and other factors are simply not considered.

4. That if a vessel has lighting, that the angles and distances of visibility are correct for the vessel. The VVE does not ask if sidelights measure 112.5 degrees, for example.
